When you say it is locked, what way are you describing? There are multiple locks on the iPhone. Is it Activation Lock where you cannot activate the phone? Is it that she forgot the passcode and cannot get past the lock screen? It sounds like you may have tried to restore the device and without the iCloud passcode, your phone is Activation Locked.
