trying to update to macOS Catalina 10.15.7 Update but it keeps asking me to restart but it don't work . any ideas

Stand alone installer directly download
Combo update macOS 10.15.7 https://support.apple.com/kb/DL2052?locale=en_US
Reboot into safe boot mode then run the installer.
