I am needing to downgrade from iOS 14.1 to iOS 13.7 due to iOS 14 bugs and feature issues that currently exist without fixes. This will allow the phone to be usable without problems until an iOS 14 update with fixes is provided.
How can I go about downgrading to iOS 13.7 ?

You can't. Downgrading is only possible for units running a beta.

Apple will not provide a loaner phone. If you describe your charging issue, we will try to help you. Or, if necessary, get an appointment at an Apple Store or Apple authorized service center for help.
Then how am I supposed to have a working phone?
Will apple provide a replacement phone or temporary phone until the defects are fixed?
The phone no longer charges properly after the update.
