How do I turn off Cloud Music Library on my iPhone in iOS13

I am trying to turn off iCloud Music Library so I can sync music directly from my Mac to my iPhone. I was told the way to do this is to turn off "Sync Library" in the music settings on the iPhone. However, every time I try to do this, as soon as I return from Music Settings to the entire list of Settings, it turns it back on. And the Sync settings for the iPhone on my Mac (connected via USB) continue to say "iPhone is using Cloud Music Library". What can I do to disable Cloud Music Library?

For this, we recommend force quitting the Music app on your device and trying to turn off Sync Library again. To do this, follow the steps in this article:


How to force an app to close on your iPhone, iPad, or iPod touch


After following the steps above turn your iPhone off and then back on. Navigate to the Music app and see if you are able to turn off Sync Library. Also check to be sure that you are on the latest iOS by navigating to Settings> General> Software Update. If you continue to have issues, reply here for further troubleshooting.
