stolen iPhone

My iPhone was stolen and the SIM card was removed. How can I locate it now?

Yes it is, because with the SIM removed the phone has no cellular network Internet access, so it cannot respond to a locate request. Except in the unusual situation where it is connected to a known Wi-Fi network.

If it shows “offline” when you log in to https://icloud.com/find then either it is powered off, the SIM has been removed, the phone has been placed in a Faraday bag or a metal container, or it is not in range of a cellular network. You cannot track it under any of these circumstances. But you should follow the instructions in this Apple support link—>If your iPhone, iPad, or iPod touch is lost or stolen - Apple Support


The reality is if it was stolen you are not going to get it back. Even if you could locate it what would you do? Confront the thief? People have been murdered doing that. What you can do is put it in Lost mode, and do not remove it from your account. That way the phone will be unusable by anyone. And ignore any messages saying it has been found. Those are scams to trick you into removing it from your account. You should also report it as stolen to your carrier, who can blacklist the IMEI.
