I send a message to my daughter, who has a Samsung phone, and it's an SMS (green); when I send to my brother, who also does NOT have an iPhone, it's send as iMessage (blue), and HE DOESN'T GET IT. I want to know how to tell my phone to send SMS to my brother, not iMessage.

Because your brother told Apple‘s iMessage server that he had an iPhone and never told them otherwise. Go to settings/messages and turn on Send as SMS. If iMessage fails it will then resend as SMS.
if he has iMessage on the iPad it will send to the iPad. He can turn that off.

Your brother must have had an iPhone at one time and did not deregister iMessage.

When I asked Siri to send an SMS to my brother, it went as a text and he got it. If Siri knows the difference, why doesn't the **** Message app have a way to select which kind?
Before this HTC phone, he had a Blackberry! But he has an iPad (no cellular). Should he turn off iMessage on the iPad? BTW, thanks for responding.
My brother never had an Apple phone, but he "inherited" my wife's old iPad. Today, he found the "missing" messages on the iPad, turned off iMessage, and now receives regular SMSs. So, thanks!
