Transfer photos

Hello I’ve just got a new phone and am trying to get all of my photos from my old phone only my new phone. I have enough iCloud storage and I have recently backed them up. However, when logging into my iCloud on my new phone only around 1000 photos are on there when I actually have around 5000 so I was just wondering where those photos are and how I can get them only my new phone.
