Issues with iCloud uploading

I recently bought a new iPhone and I want to get the photos from my old one onto this one. My iCloud storage was full so I upgraded to 50 gb. My old iPhone updated photos from the last 30 days, but I can't get it to upload the rest. What can I do to get all of my old photos onto iCloud?

Make sure the device is plugged in and connected to a reliable WiFi in order for it to upload.
