I can not Facetime from my iPad. The video icon is not lit. What do I need to do?

Facetime doesn’t work in IPad 2 I usually communicate with my parents with FaceTime . They have and old IPad 2 but it was ok and easy for video calls. However , it doesn’t work since some weeks ago. Anybody know what’s the problem? thank you

I also, can not Facetime from my iPhone, 6S, in United States. The video icon is not lit.
