Hi, am using a different machine to what I use normally, can anyone help as to where I find the folder it needs. All my photos are in iCloud. Thanks Matt

Since all your photos are in iCloud Photos Library, you can simply launch Photos while holding down the options key ⌥. Release the key when you are seeing the Library Chooser dialog. Now click the button to create a new library.
The photos will download from iCloud to this mac, optimised, so they will not need much storage.

That doesn't work for me. I create a new library and it tells me that the same thing with the new library's name. Looks like this is a problem with Photos, as there are a bunch of people with the same problem.
I also have the same issue but when I attempted to follow every step and got to the step of clicking "Use as System Photo Library", that option was grayed out and it did not let me click it. Any ideas what the problem is?

I have the same issue and now for the third time! It keep recurring and I can't find the help chat thread I had for how it was fixed. REALLY ANNOYING!
