I have 2 users on my iMac. If I upgrade macOS for one user (say to the current version of Catalina), will the other user also get that upgrade, without having to install Catalina twice for each user?

Yes. There's only one system for all users on a Mac. A user must have administrative privileges in order to perform any system update or upgrade.
