If I update the Mac software for one user, does it gets updated for all the users?

Standard user can update Ventura to Sonoma without admin privileges? Have 2 x Mac mini + MacBook Air M1 - macOS Ventura - for testing. The mas OS version gets updated for all users if one user (with admin access) updates the masOS version on the Mac.
