Apple Id disabled

ive just purchased and activated my new iPhone and when using my same old Apple Id (which I haven’t used in a while) I tried to download my apps such as Snapchat and messenger but when I hit download it says that my account has been disabled in the App Store and iTunes. I’ve checked my purchase history to see if I had any old failed/pending payments and I see nothing. I’ve tried adding my visa as a payment method and after I type in all my info it says in red at the top of the screen the same message about my account being disabled. I have reset my password, logged out, restarted my phone, anything I can think of/have seen on the internet.

See If you see a message that says 'Your account has been disabled in the App Store and iTunes' https://support.apple.com/en-us/HT208856 "There might be a problem with the payment method that you have on file. When you see the message, don't try to edit any of your account information. Insteadcontact Apple Support for help.”
