I bought my Iphone 11 last month and the screen cracked today. When I went to ship it in, it said it will cost $199, not $29. Since it is still under the warranty, shouldn't it cost $29 to get fixed?

Accidental damage is not covered under warranty. It will only cost $29, if you have Apple Care+ for it, which covers two instances of accidental damage for the reduced price.
