How do I upload photos to iCloud without syncing old photos to new phone?

i’ve recently gotten a new iPhone and want to upload photos to the iCloud. I however, don’t want all my other photos currently on the iCloud to be downloaded on my iphone. If I delete the downloaded pictures manually off my iPhone, it gave me a warning that it’ll delete it off my iCloud aswell.

can anybody help?

This is how the iCloud Photo Library works. It is a syncing service.

Apple does not currently offer a cloud only photo service.
