Upload photos to iCloud but not phone

Is there a way to upload photos to iCloud but not have them sync to your phone?

I want to upload a collection of photos to my iCloud storage but I don't want them to sync to my phone, as it will use too much storage, even with optimised on. I have 2TB iCloud storage.

I do still want my phone to sync to iCloud though.

This cannot be done with iCloud Photos. The purpose of iCloud Photos is to keep the Photos Libraries on all synced devices identical. If you want to keep the iphone uploading to icloud Photos, you must not keep more photos in iCloud than will fit onto the device with the smallest storage, optimized. Keep the icloud photos library small and store the photos on icloud drive instead.
