Transferring iTunes Library to iPhone11 ProMax
My library appears but the songs aren’t synced... I am told to go to iTunes and turn on iCloud syncing but I can never find that option

iCloud syncing is available if you have a subscription to Match or Apple Music. If you don't have a subscription, you can sync by connecting via USB, per this guide:
