iMessage/Facetime activation charges

hi! i am being charge almost monthly, sometimes twice in a month, for iMessage/Facetime activation by my local carrier. i am from the Philippines. Can someone give insights on why they charge or if they have no right to charge.. i thought iMessage and Facetime are exclusive Apple device services and not of the telecom carriers.

Each activation triggers the sending of an international text to verify your number to the Apple service. After activating, using iMessage for chat and FaceTime for video calling is FREE via WiFi or charged with regular or promo data rates."


The above is from Globe Philippines........some carriers charge some do not, looks like from your post yours does, call them to complain, may help.
