How do i install mac os onto a thumb drive to boot up new ssd (late 2008 Macbook)

So, my computer is running slow so i decided to upgrade the ram and install a new ssd, although i cant figure out how to download the os to an external storage device. Ive been told to go to the app store but i the only ios available is mojave which i know wont run on this computer. Is this computer too old for the internet boot? if so how do i go about loading a fresh os to the new ssd.

Here's a link to download the El Capitan Installer:

get El Capitan from the App Store

(This assumes the Mac you download it on is capable of El Capitan)
