Right AirPod

My right AirPod will not connect when I pair my AirPods to my phone. I take out the left and right AirPods and only the left one works. My case is charged and so are the AirPods as far as I can tell. I tried forgetting the device and resetting, but no matter how long I hold down the button for, an amber light never shows up. I also already tried resetting my phone. What can I do to fix this?
