Locked Apple Account and Locked iPhone:
If your Apple Account is locked, then contact Apple Support. It is locked for Security & Privacy. If you closed that Apple Account, then you only have so long to reopen it. As for the iPhone, to get it unlocked, you'll have to provide a proof of purchase, such as a receipt.
