Apple Pay shopping scam: Refund or dispute process for missing package

Hi, I purchased a hoodie using Apple Pay through the Shop app, but the shop disappeared and the tracking says delivered even though I never got the package. I think it might be a scam. Could you help me with a refund or dispute process?
