Sorry, your question is a bit confusing.
If you are trying to sync with a cable, iCloud and your iCloud account are not involved.
When you connect your iPad to the Mac, it should appear in the Finder's side bar under Locations.

In that case the cable connection won’t do anything. As explained by AlWeir you need to setup your email account in Settings on the iPad.
Try removing the account and adding it again. It may need to be refreshed.
Go to Settings >>Apps >>Mail >>Mail Accounts. Add the email address you want that you have on your Mac.

The account appears in the iPad but it will not receive in the in box
