I saved videos and pictures into my iCloud last night around 10:30 PM and I tried to reset my phone so my pictures could be saved in my iCloud but when I was able to get my phone back I noticed that some pictures and videos were gone

The safest way is to pay for sufficient iCloud storage and turn on iCloud Photos in settings. Resetting the phone in Erase all Data & Settings does not remove them from iCloud Photos.
Any other way has the risk of losing them. If they are gone now they are gone.
If you don't have iCloud Photos turned on, then iCloud Backup will save your pictures. There are some iffy cases, though. Some pictures, especially those transferred to the phone from a computer or maybe for some web sites can be shown by Photos, they aren't controlled by Photos. The original assumption was that those pictures are still on the computer they came from. So those images may not get saved by iCloud Backup (but I'm not sure,) and they also would be at risk in starting iCloud syncing.

You are correct, photos and songs sync’d from a computer are not backed up
