I have questions about an Apple TV+ offer I received in an email & was hoping someone can direct me to a website where I can ask Apple directly about it.
I have tried many, many different links on the apple.com & tv.apple.com websites, but I keep going in circles & can't find anywhere I can send Apple my questions.

There are Apple TV+ offers from Apple directly, and there are also Apple TV+ offers from partnering companies. The latter would have their own redeem procedure and their own terms and conditions. Please be clear about which type of offer applies.

I haven't tried calling, but when I went through Apple's Support Request, that's where I kept going in circles because I didn't find anything about emailed offers.
But here is the offer I received & my questions:
So is this offer for AppleTV+ or Apple Music?
I ask because the information in the red-box just mentions Apple Music, even though everywhere else it mentions AppleTV.
Also, can I cancel BEFORE the promotional offer ends?

Yes, that is confusing. Looks like someone made a copy-paste mistake. My assumption is on Apple TV+ as the actual offer, as that is the heading and intro text. [I can’t find the same offer on the Target site, unfortunately.]
Target Customer Support should know the definitive answer; as it is their offer. I think Apple Support staff would know as well, which partnering companies have which current offers.
Possibly both offers exist, or one of these was a previous offer?
Also, can I cancel BEFORE the promotional offer ends?
Subscriptions that are canceled during the trial offer period, will expire immediately.
To prevent automatic renewal of a subscription, cancel at least 24 hours before the time and date of the trial transition to paid subscription.

I would suggest to set a calendar event on your phone, tablet, computer, or paper calendar, to alert you when you ultimately need to make the decision with enough hours/days of leeway. Such would work for me.
