I contacted Target & received this explanation:

We understand the confusion & we appreciate you bringing this to our attention. While the offer headline states it is for Apple TV+, we noticed that the Details & Exclusions section currently references Apple Music, which may be misleading.
Please rest assured that we’ve flagged this discrepancy to the appropriate team for review & correction. Based on the main promotion, the offer is indeed intended for Apple TV+ free for up to 2 months, not Apple Music.
We apologize for the confusion & appreciate your patience as we work to ensure the details are properly aligned."
So it was a Target mishap after all. Hopefully the appropriate teams involved in email offers will do a better job reviewing & proofreading their offers in the future before sending them out.
But I doubt it, most companies have the attitude of 'we don't have time to do that'.
