News App not in Apple Business Manager "Apps and Books"

We manage apps with our MDM. A user deleted but now wants Apple News. He cannot add it from App Store because we manage his apps. I cannot add it from Apple Business Manager since it does not appear. I have Selected iPhone as the App Type in the filter and tried by searching by the app id 1**********0, but cannot get it to appear. Any ideas?
