iTunes is limited when one of the other Apple apps is downloaded to the PC. Uninstall Apple Music, Devices and Apple TV to get iTunes back to full functionality.

This may seem dumb, but take the USB cable from your Windows 10 PC and plug it into the Windows 11 PC, then plug the phone into the other end of the cable. Bad USB cables cause all sorts of issues...
I'm using the same cable on both PCs . Its my charging cable from my phone.
I tried both and have gone through the troubleshooting protocol. Now my iTunes will not display music. I downloaded Apple Music with the Device app, advised by an Apple chat.
