iPhone 15 not recognized in new Windows 11 PC

iTunes is limited when one of the other Apple apps is downloaded to the PC. Uninstall Apple Music, Devices and Apple TV to get iTunes back to full functionality.

Then follow the suggestions in the links posted above.

This may seem dumb, but take the USB cable from your Windows 10 PC and plug it into the Windows 11 PC, then plug the phone into the other end of the cable. Bad USB cables cause all sorts of issues...
