Too bad-- HEIC is a more modern and more efficient way to transfer images.
It's not clear what you mean by "save photos to a folder in icloud." iCloud Drive has folders-- is that what you mean? Or are you saving these pictures to the Files app in your iPad? Or are you using Safari to upload them directly to a web site? What exactly are you wanting to do?
If you want to save the picture to Files or to iCloud Drive, then you select the picture, choose Share

and then, at the top of the dialog, pick "Options."

In the new menu

Check "Most Compatible." Automatic sends HEIC if it sees that the receiving system can use it.
If you're not familiar with the Options menu, check out other choices. For instance, you can choose whether to send or exclude extra metadata with your picture.
