iCloud upload is absurdly slow

It can take up to an hour for a couple minute videos to upload iCloud so I can edit it on my iPad, this is terrible. I paid thousands and thousands of dollars for a phone and for an iPad Pro to edit videos on social media. I’ve had this problem for years, yesterday I uploaded a photo video full file size to telegram not as a video but as a file and it took about 20 seconds, it took iCloud about 10 minutes. Don’t tell me it’s my connection.
