Settings to disable preload top hits and search engine suggestions do not work on safari 18.5

I have disabled the settings to load top hits and suggestions in the search bar, but safari 18.5 is completely ignoring my settings. How do I make these extremely annoying features stop?

Safari asks if I want to "allow" pages Each time I go to another page, safari asks me if I want to allow this page, and I have to make an extra click to open the page. It is annoying. How do I get rid of this?
