Merging all contacts into iCloud Contacts on iPhone 13

I have a number of lists in my contact app. Where one is all contacts on my Iphone 13 and the other are all Gmail contacts and all Icloud contacts.

Would like to merge the all contacts list into the all icloud contacts list. Where the all contact list shows 457 and the all icloud contacts show 385 ..

Would like to make the all contacts list into the all icloud contacts list so that I can share my all contacts lists with my other iphone and ipad

I guess my explanation wasn’t clear. If you add your gmail account to all of your devices then the Contacts app will list contacts from gmail along with contacts from iCloud. Thus, there is no need to move them to iCloud, because they will be on all devices. And you can just tap/click of All Contacts view both the iCloud and gmail contacts will appear in one list.

Even if they are in iCloud they will not sync through iCloud, they sync through the iCloud mail server.
