Public website for shared photo album will not load

How had you "enabled public website for a shared photo album?" The public website link is for pictures, not albums. So if you tried to create a link for an album, or a shared album, it's not clear what you were doing.

You did load some photos into the Shared Album, right?

Have you tried the link from multiple devices? Multiple networks? Have others tried it? Over what period of time?

Did all trials fail the same way?

You can add a link using Photos on a Mac using the same pull-down where you could add subscribers. Just click "Public Website" instead of the "+" to invite people, then copy the generated link. I just did it for both a new Shared Album and an existing Shared Album, and the link worked fine.
