How do I get in contact with the owner of a watch which I found. Can the owner send a message to their watch so that I can get in contact with them to return the watch

Sorry, you can‘t find out who owned the watch, and Apple can not help either.

You should bring it to the nearest Lost&Found or Police Station, since the owner is probably already looking for the watch, using the Find My app.
