App limits missing from child’s screen time

Hello,

I have 5 kids that are in my family that I’m managing in family share. It works great for 4 of my kids, but my oldest’s is weird. It’s missing the option for app limits, and I can never see his location in find my. Also, screen time requests never come through to my devices for him.

I have reset and erased his iPhone more times than I can remember. I’ve deleted all iCloud info, set up as a brand new device without iCloud, among other things.

Im at my wits end with this. It’s been a problem for about a year. Help. Please.
