apple effects not fully instaled

You will have to download the complete library by going to the Sound Library Manager. Enable all of the Pakcs that are missing and you should be good to go. Here is a video for you:

Apple effects..? As in Desktop Wallpaper and Screensavers..?

If so, you can by clicking on them in the Wallpaper and Screensaver sections of the System Settings. Just be warned that download all or part of them. Will take up a good chunk of your Mac’s Storage Space.

That should not happen. I would uninstall/redownload the Logic Pro app if I were you.
