How can I prevent my daughter from changing her phone's time to bypass screen time restrictions?

I feel like this should be a no brainer, if i try to change the parent control settings to not allowed for location/ time settings she still has access to change her time and was sneaking on her phone at night and the only reason i caught her was she was stupidly laughing at a friends text passed bedtime.

parent control should be able to block EVERYTHING
