How can I prevent kids from disabling iPhone Screen Time settings?

In my daughter‘s profile, which I can access through my settings under screen time, I will choose a limit.

She is then able to go back into her phone and turn it off. What is the point of having it if, if she can turn it off 3 seconds later? Is the problem that she is now over 13 so that’s been disabled?
