Why is my daughter's iPad Screen Time showing inaccurate app usage overnight?

We use screen time to limit my daughters ipad usage, it automatically comes on at 6:15 am. But its now showing her 3 hours of app usage is already up when her iPad just unlocked. I check her screen time and it shows all of her apps have been used all night (when her iPad is shut down for the night) and its not even that the app was left open and running in the background. On my iPad I can see the accurate usage of when she woke up and that she's only used it for a short amount of time. Why is her iPad saying every single app is being used all night? Her iPad is locked down from 8:45-6:15, so no apps can be used to begin with. I've double checked and background app refresh is turned off, so it's also not that.
