Lost tab groups on iPhone after setting up new iPad

I have an iPhone 13 Pro Max running iOS 18.5 and after setting up a new iPad A16 I noticed that my Safari tab groups on my iPhone disappeared leaving only the open tabs and Private. After creating a new tab group, I see it on both devices but my open tabs are different on both devices. Is there any way to recover the iPhone tab groups that were previously visible on my iPhone? Since I didn't manually delete them, I am hoping that the information about them is still stored in iCloud and that if somehow the new iPad is suppressing them from being shown (I'm guessing that it started up with no tab groups and somehow that fact was transferred onto my iPhone), they can be restored to be shown on both devices.
