Why is my child's Apple Watch not pinging location?

My child has a watch managed by my (Parents) iPhone. He also has an iPad. The reason we got him this watch is so we could track his location when he was out and about in the neighborhood. The issue is, location is pinging from his iPad, which is generally in his bedroom. I’ve tried everything I can think of to change the location services to identify from his Watch. Please help.
