Child’s location not updating on Apple Watch SE

I purchased an Apple Watch SE with GPS plus cellular for my daughter. She does not have a phone. I set up her service through family share. Location updating has been an intermittent problem but has recently become almost useless. Location will not update for hours and when it does, it’s not a specified location. I get a message saying:

Approximate Location

We currently cannot show the precise location. Your friend is somewhere in the circle.

All of our devices are updated. Please help!
