Photos app storage remains the same even after deleting videos on iPhone 14 Pro

Normally, if you delete pictures, the album will remain. Did you intentionally delete the album?

I don't understand "i did use i cloud to transfer them to my laptop via the Files section on icloud" Are you saying that you had some pictures at iCloud Drive, and then in iPhone's Files app you used iCloud Drive to save them to Photos? It would help if we had details.

Have you tried a forced restart of your phone?

This is different from a simple Power Off. I had to continue holding the button down past the "slide to power off" message, and then I released the button only after  the Apple Logo appeared indicating a re-start. 

Three things:

1. If your storage was full, then the phone may not have been able to fully delete the pictures.How full was it?
2. If you use iCloud Photos, and your iCloud storage is full, then the Photos may not have been able to fully delete the pictures
3. Since the phone doesn't use its battery to continually update its status, it might be awhile before the number you see catches up with reality.

Is the problem still that you don't believe that the storage as gone down after deleting the videos? Are you absolutely sure that you deleted those videos? Does the album you created still exist? Did you see the videos in the Recently Deleted view and delete them from there?

Are you using iCloud Photos?

Do you have Optimize Storage turned on for iCloud Photos?
