iPhone Photos re-appear after deleting

I’m nearly out of storage on my iPhone 11 w/latest iOS update (63.7gb out of 64gb used) so I’m trying to delete media.


Within just about a second of deleting, for example, a photo or video, it immediately reappears/repopulates in the Photos library. No storage space is ever released.


How do I fix this? Having lots of other problems/glitches since approaching full storage, and I need to figure this out.

Why Photos Pop Up After Deletion:

These are popping backup because they are on iCloud, and you have Photos enable in iCloud Settings. They are no longer on your iPhone.


Troubleshoot iPad Storage:

Internal storage cannot be upgraded. It is what it is. So, the maximum internal storage capacity never increases, even if you upgraded your iCloud plan. Learn More here: What's the Difference Between Device Storage and iCloud Storage? Apple Support
