Unable to access Safari settings on my MacBook Pro running Ventura 13.7.6

Recently I wanted to change settings in Safari on my MacBook Pro running Ventura 13.7.6. When I select settings from the Safari menu, nothing happens. Any ideas why and how to resolve this?

I've also tried keyboard shortcut, with similar lack of effect.
