Safari Settings panel will not open

Under MacOS 15 and 15.0.1, the settings panel in Safari will not appear on my 3.6 Ghz 10-Core Intel Core i9 27 inch, 2020 iMac. Clicking on Settings in the Safari menu does nothing at all. I was hoping 15.0.1 would fix it, but it has not.

Yes, once I opened the developer settings, then opened Safari settings everything worked.

This issue is only on my Intel iMac. I don't have this issue on my Apple M2 MacBook Air.

Yes, I also discovered that once you use the Developer Settings to open the Setting panel, it then becomes possible to use the Settings drop-down menu selection to access the panel.

Oddity: on the Intel iMac, the Settings panel has a Passwords tab that is blank/inoperative. On the M2 MacBook Air, the password tab in Safari references the Passwords app. On the Intel iMac, the password tab just doesn't do anything.

Mac OS 15.2 & Safari 18.2 on a 2019 Intel iMac; same issue. I tried the tip above (opening developer bookmarks), and it worked, but when I picked the "passwords" button (I would think it shouldn't even be there since I now have the Passwords app), it stopped working. I opened developer bookmarks again and picked any other category, and it started working again.
