For some reason iCloud Drive took a large amount of my storage and it started from 8-19 gigabytes of storage.
Unfortunately I’m not sure why this is happening as I’d never experienced this on my other devices before.
If anyone knows how to fix this please assist, I don’t want to reset or buy iCloud+ and I don’t have any existing files within the ‘Recently Deleted’ option.

Yup, I only keep 4 tiny files. I deleted the big files from my recently deleted but it shows they’re still in there (The 19 GB iCloud Drive Settings.)
Perhaps your deleted files are maintained for thirty days.
Try this to get rid of them.

Hello, thanks for your help. Unfortunately that wont work as the total file size of all of them is 36mb total.
That’s the total size of every file in every iCloud Drive folder? Be certain you check each and every folder.
On your iPad, try:
Settings > [your Apple Account] > iCloud > [Saved to iCloud] > iCloud Drive > Manage Storage > Delete Data From iCloud.
Hello, all that did was delete my 4 tiny files, before I deleted it said 32mb (I accidentally said 36 earlier my mistake.) so that didn’t really help much unfortunately.
Why is iCloud Drive taking 19 gigabytes of storage with only 4 tiny files?
