iCloud Storage Discrepancy?

In order to trim down my iCloud storage, I compared the reported usage of 71 Gigs in my iCloud Drive storage:

with the reported sizes of my iCloud Documents, Desktop and other assorted files in the finder window. The reported size is about 46 gigs:

What accounts for the 25 gig difference?

Note that photos, messages and other apps are already accounted for below the iCloud drive contents. The iCloud Drive contains only Desktop, Documents (no music, photos, etc) and a few other items.

Let me try asking this another way, since no one has answered. Can I erase my iCloud storage and start over? If I turn off iCloud storage of my Desktop and Documents, can I delete the contents of these two folders in the cloud and turn it back on again?

It looks to me like I am paying for 175 gigs of storage, not 200, since no one can account for this 25 gig discrepancy.
