How to fix incorrect passcode error when setting up Apple ID on a new MacBook?

Everytime I try it tells me to “enter the passcode you use to unlock the iPhone (my iPhone)” but everytime I put in my phones passcode, it tells me it’s incorrect. I’ve tried many times and googled almost everything and it still won’t work. What do I do?
